John Karr was born in Tinicum, Buck's County, NJ. He served in the Somerset regiment with other soldiers from New Jersey. He later served in the Ohio militia during the War of 1812.

In 1839, at over 80 years old, Karr moved from New Jersey to McLean County to be near his daughter, Mercy, and son-in-law, Hiram Buck. Hiram was a prominent farmer, landowner, postmaster, and businessman.

Karr is known for his funeral requests and unusual will. He requested full military honors at his funeral, which were carried out in full. He left a total of 25 cents to two children and two deceased childrens' heirs. Karr's reason for such a small amount was that 25 cents was what he considered their "fair share." Karr left other children varying amounts between $50 and $100, including $75 to his daughter Mercy, who shared a name with his wife and led an "honorable" life.
